Recently, the problem of emergency service being an important headline in Hong Kong. Most people are worrying about the shortage of ambulance. Since TIME is the key point when people is waiting for rescue, how to shorten the time become the main study. Based on that reason, the Hong Kong Fire Services Department (HKFSD) has generated a new information system, that is the Third Generation Mobilizing System (TGMS).
This system includes some sub-systems such as the Geographic Information System (GIS). GIS can provide the map information in order to find a shortest route from the emergency car to the rescue point. It is important so that the driver can determine the real situation and solve it immediately. Because the HKFSD has promised that the longest time for a fire truck to the rescue point only can be 6mins, as a result, they need to fight with the time. On the whole picture, this information system is very efficiency and effective.
On my own, I think the most interested part is the Green Wave System. Green Way system is a sub-system that when the GIS has calculated the shortest route, then it will send the information to the Hong Kong Transport Department. As a result, all the traffic light on the route will become green before the fire truck or ambulance pass through it. Although the emergence have the right to pass through red light, but it is very dangerous. So that this Green Wave System can provide a more safety and faster way for the emergency car.
On the others hands, although this new system can improve the service quality, but it can not to solve the main problem, that is the shortage of ambulance. In Hong Kong, the call of ambulance is a very large number, but the number of ambulance car is not enough to serve those people. In the others word, that is the resources of the HKFSD is very little. However, the Hong Kong Government still don't take it serious. So, even the information system is on the top level in the world, if there are not other part to support it, it is still useless.

World Class Theory of Organisational Learning
*Learn - Unlearn - Relearn (L - U - R)
LUR is a dominant thought of people. In the others word, this may be the whole LEARNING process of every people.
In Chinese, the eldest people always teach the younger, they need to be MODEST during the study period. I think that is right for all time. Although the LUR theory was constructed by Western, it still matches the original thinking of our Chinese.
On my own, i think the UNLEARN part is more important than the others. The reason behind is i think a normal person is so difficult to forget something that is already dig in your mind. People's memory is a valuable part, is an important asset. If a the will of that people don't have the power to force him forget those memory, i can be sure this is the most difficult step in this learning process.
Learning is so simply, just learn the knowledge from the others. I think a lot of people can achieve this part.
Now, let's talk about Relearn. After you have forgotten the thing that you have learned before, you need to accept the new thing. I thing this is quite important. After you knew that your past knowledge is wrong or can not be used in present situation, you need to get some changes. As a result, you need to forget the past and accept the new one. And this is the purpose of LUR.
Organizational Learning(OL) may be similar to the Individual Learning(IL). Since OL is the sum of IL. For studying the IL, we may find more in study the LUR to improve the style of OL. For the goal of most company, OL is still a great and important knowledge.

Nature of Learning
Learning is everywhere, you can have it, hold it, and use it.
Benjamin Bloom is an American educational psychologist, he constructed a taxonomy that can explain the people's learning step. And this is mainly divided in 5 parts, they are knowledge, comprehensive, application, analysis, synthesis and evaluation.
I have some leaning past experiences before, that is the skill of how to develop a computer, included the method of install hardware and software. And this can be described as a story.
At the beginning, i am just watching my friends how to do it. In this procedure, i may get the basic knowledge, such as the right place of putting the harddisk or cd-rom, but actually i don't have any real experience.
After that, i asked my friend many question about the works, based on that conversation, i know more about that, and also think about what should i do when i need to do the works.
Few days later, i found an old computer, and this the chance for me to practice. I tried to setup it once, during the process, i faced some problems and difficulties. I think this is the essential step during learning.
Because
"Failure is the mother of Success"
Okay, the above step may be the Application part.
After my own trying, i discover which part need improvement, and which part still have a lot of question in it. I need to ask my friend or go to find the relevant information on the internet.
Then, i combined a lot of different informations and knowledge, included my own thought. Based on those theories, I tried it again, again and again. To get the real experience.
That is my learning procedures on the topic of installing a computer. Actually, it fixes the Bloom's Taxonomy. On the other's word, I think Bloom's Taxonomy is just the text version of the abstract human's thought.

it is a trend of most international companies, for those to expand their business, and the marketing share in order to increase the profit. At the past, maybe just 10 or 20 years before, companies just focus their own business on their home country. the target group of people is few. But now, such as the Apple iPhone, they are rather sell it to the whole world than only in one country. And in the case, we can see that the CHANGE inside. It is also an example for the existing paradigm shift. And we can see one more example, the McDonald. McDonald initially is a local American Restaurant, they are not well-known at the beginning. But after the McDonlad Brothers over control the business, they knew the importance of worldwide expansion. As a result, McDonald become one the Most popular Business in the world. For the future, Gobalization will be the necessary step for all companies to expand their business.
